Emily Ware is a real estate development leader dedicated to creating equitable, vibrant communities through thoughtful design, collaboration, and responsible development. With extensive experience advancing affordable housing and community development, Emily brings a commitment to expanding opportunities and strengthening communities.

Emily is the Founding Partner and Director of Development at Operative Office, an integrated architecture and development practice focused on advancing economic development and affordable housing goals. Previously, she served as Director of Originations at Thomas Safran & Associates, where she led the strategy, financing, and delivery of affordable housing projects across Los Angeles County.

Emily holds a Master of Real Estate Development and Master of Urban Planning from the University of Southern California. She also earned a Bachelor of Arts in Architecture and Art History from Franklin University Switzerland. Her work reflects a lifelong commitment to creating inclusive, sustainable communities where people can thrive.
